Benjamin Casey – Moderator V.P US Operations – PLC Fire Safety Engineering

Benjamin Casey – Bio

Benjamin Casey, PE, CPP, PSP, DBIA, MBA, is a seasoned fire protection engineer with extensive technical and managerial expertise, specializing in safety, security, and fire protection. As a Principal shareholder, he leads PLC’s United States operations. 

Mr. Casey’s skills include risk-based engineering, fire protection systems design, performance-based code analysis, resiliency planning, and multidisciplinary project management across sectors like government, healthcare, and industrial facilities. His work encompasses advanced fire protection and security systems design, facility condition assessments, and strategic safety and risk planning. 

With an MBA from Tulane University and a Bachelor of Science in Fire Protection Engineering from the University of Maryland, Mr. Casey combines technical knowledge with business acumen. He has led initiatives at global architectural and engineering (A/E) firms, establishing new practices, offices, and market expansions. Notable achievements include receiving the SMPS Award of Excellence for materials associated with developing a Resilience Practice and serving on National Fire Protection Association (NFPA) and American Institute of Architects (AIA) committees to shape and advance fire safety standards and design methodologies. 

Mr. Casey’s Certified Protection Professional (CPP) and Physical Security Professional (PSP) certifications from ASIS International highlight his proficiency in addressing complex security challenges, including surveillance, access control, intrusion detection systems, and threat and vulnerability assessments. 

A recognized thought leader, Mr. Casey has published on emergency communication systems, presented on cutting-edge video fire detection technologies, and organized seminars on fire protection for historic buildings. His awards include the Washington Building Congress Craftsmanship Award and the Society of Fire Protection Engineers (SFPE) Chesapeake Chapter Gold Excellence Award for contributions to fire protection and life safety. 

Ben is also Co-Host of the new “Fire Protection Engineering Podcast” with his long-time friend, colleague, and self-appointment FPE Memer-in-Chief, Kelly Kidwell.

Terri Allen
Bruce Power – EPS Perform Lead & Department Manager of Emergency Services

Terri Allen – Bio

Terri Allen is currently the Emergency and Protective Services (EPS) Perform Lead and Department Manager of Fire Protection Programs at Bruce Power. In this role, she supports both Bruce A and Bruce B reactor stations, ensuring EPS is a collaborative and integral component of station operations. She also leads the Fire Protection Program team, focusing on priority alignment and regulatory compliance across the Bruce Power site.

 

In December 2025, Terri will transition into a new role as Department Manager of Emergency Services and Fire Protection Programs.

Over her 18-year career at Bruce Power, Terri has progressed through various roles within EPS, including Fire Brigade Member, Union Team Leader, Conventional Training Instructor, Emergency Management Drills and Exercise Specialist, Shift Response Manager, and Section Manager of EPS Fire Operations. From 2007 to 2014, she also served as a Primary Care Paramedic with Bruce County EMS.

 

Terri holds an bachelor’s degree in Applied Business in Emergency Services from Lakeland College, Alberta. She also has earned a certificate in Pre-Service Firefighting and a Diploma in Paramedics from Lambton College, Ontario.

Alan Jelalian
EPM Inc – Senior Technical Manager

Alan Jelalian – Bio

Mr. Alan Jelalian has over 30 years’ of experience in the nuclear utility industry. As Senior Technical Manager, areas of expertise include plant lifecycle Engineering Programs support for operation and decommissioning, Fire Protection/Safe Shutdown/Electrical Separation Licensing support for Small Modular Reactors/Advanced Reactors and Medical Isotope Facilities, Design Basis Recovery, Process Improvement and Automation, NFPA 805 Transition, Fire PRA Peer Reviews, Appendix R Safe Shutdown Analysis, Manual Action Feasibility Assessment, Fire Protection, Electrical Separation Criteria, Equipment Qualification, Electrical Design Review, Component Classification (Q-List) and Technical training at numerous plants throughout the country. Mr. Jelalian has provided both short- and long-term on-site engineering services including staff and regulator interface to facilitate the daily operations of the plant’s Fire Protection Engineering Program. Mr. Jelalian is a Professional Member, Society of Fire Protection Engineers (SFPE), and a member of the American Nuclear Society, Canadian Nuclear Society, National Fire Protection Association (NFPA) and the Institute for Electrical and Electronics Engineers (IEEE).

Mike Stanley
NEIL Services, Inc. – Member Lead- Loss Prevention

Mike Stanley – Bio

Mike Stanley has been involved in the Nuclear Industry for over 36 years. He joined Nuclear Electric Insurance Limited (NEIL) in 2012 and currently serves as a Member Lead- Loss Prevention. In this role Mike is one of the primary technical contacts for NEIL Services’ Service Delivery Team for all matters related to the Loss Prevention Program. In addition to this role, he also conducts Property Loss Control evaluations at nuclear power plants. Mike serves as the NEIL Services Liaison to the Institute of Nuclear Power Operations (INPO) fire protection group.

Prior to NEIL, Mike started his career at Calvert Cliffs Nuclear Power Plant and held many positons during his 23 years at the site. In 2008 Mike accepted a new position and became the stations first Fire Marshal. The positon was responsible for the entire Fire Protection Program which included Fire Protection Engineering, Site wide fire protection training, Appendix R compliance and the stations Fire Brigade Program. Outside of Calvert Cliffs, Mike was the Chairman of the Region 1 Fire Protection Group. This organization has been in existence for over 40 years and was chartered to ensure fire protection excellence was achieved by Nuclear Power stations located within Region 1 of the Nuclear Regulatory Commission’s (NRC) areas of responsibility.

Mike earned his associate’s in applied science degree in Fire Science from Columbia Southern University. In addition, he has completed numerous courses in fire protection from several educational institutions. He is a Nationally Certified Fire Protection Specialist (CFPS), Certified Fire Inspector, Emergency Medical Technician (EMT), Nationally Certified Fire Officer II, and sits on two NFPA committees.

Mike resides in Lexington Park, Maryland with his wife Karen. He has two children and two grandchildren.
